Not always. When few players are online, ranked matches may include computer-controlled (AI) players so you do not have to wait. AI players are not real people: they do not chat, and they never appear on leaderboards or in friends lists.

Yes, up to a limit. Coins and XP are paid for up to 10 matches with AI players per day (UTC); after that, those matches pay no coins or XP until the next day. When an AI player takes part, your ranked rating changes by a smaller amount, and rating gains from these matches stop at 1500 (the start of Diamond), so the higher ranks need wins against real players. All online matches also have a daily coin and XP limit, shown in the game.
